It’s a quote from a movie called V for Vendetta(You can see the scene on Youtube by clicking on the image). The movie is in an imaginary world where there is a dictator at the head of England, and the government is very corrupted. The man wearing the mask is a “terrorist” that wants to liberate the country from the dictator.
He is saying that he wants to blow up the parliament because it represents all the power that the government has. And by destroying it, it shows that the people have had enough.
